The last version released was Adobe PhotoDeluxe Home Edition 4.0 which was designed for Windows computers in a variety of languages including U.S. English, U.K. English, French, German, Dutch, and Swedish.

a word of warning

Be careful not to rename the extension on .pbd files, or any other files. This will not change the file type. Only special conversion software can change a file from one file type to another.
